Relating to providing for the appointment of official grand jury stenographers by the criminal district judges of Dallas and Bexar counties, and prescribing the qualifications and duties of said official stenographers and providing for their compensation and prescribing the time and method of transcribing the evidence and testimony taken before said grand juries.
