Relating to amending certain articles by requiring each and every individual company, corporation or association, which owns, controls, manages or leases any mine or well, from which is mined or produced any sulphur, within this State, to make quarterly reports to the Comptroller of Public Accounts, showing the value of the sulphur mined or produced; fixing the time for making such reports; prescribing the manner of making such reports; and providing that a tax of one percent (1%) on the total amount of sulphur mined or produced, shall be paid to the Comptroller.
