Relating to granting to every person, firm, corporation, limited partnership, joint stock association, or association of any kind whatsoever owning, operating, or managing any pipe line or any part of any pipe line within the State of Texas for the transportation of crude petroleum that is declared to be a common carrier by and is subject to the provisions of certain statute of the General Laws of Texas, the right and power of eminent domain.
