Relating to encouraging and improving the breeding and developing of highly bred horses, providing for the appointment of a commission for the regulation of races and laying wagers thereon; providing for the payment of certain revenue derived therefrom to the State Commissioner of Agriculture for the use of live stock division of the Agricultural and Mechanical College of Texas.
