Relating to amending the Revised Statutes of 1911, providing that it shall be the duty of the railroad companies to deliver loaded cars to the consignee within a reasonable time, and providing that the consignee shall unload such cars within forty-eight hours after delivery and notice or forfeit to the railroad company the sum of twenty-five dollars per day for each car so left unloaded; providing penalties.
