Relating to establishing a prison system, and declaring the policy of the state with reference thereto; to provide for the management and control of such prison system; to provide for the control, management and treatment of all prisoners sentenced to the penitentiary; to provide that prisoners and ex-prisoners, as herein defined, shall be permitted to testify in certain cases; prescribing penalties.
