Relating to fixing the salary of Prison Commissioners and providing for the payment of their reasonable and necessary traveling expenses and providing that the members of said Prison Board may reside either at the Rusk or Huntsville Penitentiary or at such other place as may be designated by a majority of said Prison Commissioners.
