Relating to making it murder in the first degree for any person not in his own actual necessary self-defense to kill any reasonable creature in being, though without an apparent intention to kill, where the killing is done by shooting or in any other manner, in a public place or street where people commonly resort for pleasure or business, prescribing a penalty.
