Relating to providing for the inspection of all public or private hospitals, reformatory homes, houses of detention, convents, asylums, sectarian seminaries, schools or institutions, by the sheriff of the county in which such institutions are situated or by the grand jury thereof, or by any persons appointed by the judge of the court of record, upon a petition signed by twenty citizens of said county or on the volition of the judge.
