Relating to providing that no permit shall be granted by the Railroad Commission of Texas to drill a well for oil, gas or other minerals until and unless a certified copy or a certified photostatic copy of the applicant's policy of Workman's Compensation Insurance is filed with the Commission showing that the applicant has insurance covering those laborers who are working on said well.
