HB 243, 46th R.S.
Relating to providing that upon the payment of the ad valorem tax due on any vehicle the owner thereof shall be entitled to a receipt showing such taxes paid, even if his other ad valorem taxes remain unpaid; providing that no motor vehicle shall be registered until the owner thereof shall have satisfied the Tax Assessor-Collector that all ad valorem taxes on such vehicle have been paid in full for the preceding calendar year.
