Relating to making a certain appropriations for the month of March, April, and May of 1941 to defray the expenses of the State Department of Public Welfare incurred in connection with the distribution of surplus commodities, the investigation and certification of clients to Works Progress Administration, Civilian Conservation Corps, and National Youth Administration, the administration and liquidation of federal programs in Texas.
