Relating to the purchase of bricks and/or cement by the State from private sources; providing that where bricks or cement are used in State owned buildings and highways only State manufactured bricks or cement shall be used; authorizing the construction and operation of a State plant for the manufacture of bricks and cement to be operated with prison labor; providing for penalties.
