Relating to declaring the recent floods in the City of Cuero and elsewhere in DeWitt County to be a public calamity; donating and granting to the City of Cuero, Texas for a period of twenty (20) years five-ninths (5/9) of the State ad valorem taxes collected in DeWitt County for general revenue purposes; specifying that the proceeds of such bonds or warrants be used exclusively for the purpose of constructing and maintaining pools, lakes, reservoirs, dams, canals and waterways for the purpose of irrigation and drainage.
