Relating to authorizing the Commissioner of the General Land Office, by and with the consent and approval of the School Land Board, to enter into and approve pooling of public school lands and lands in which the Public Free School Fund owns a mineral interest with privately owned lands for the purpose of oil and gas development; repealing all laws in conflict herewith.
