Proposing an amendment which shall provide that the Legislature shall have the power to provide, under such limitations and restrictions as may be deemed by the Legislature expedient, for assistance to all needy people of Texas, who are not eligible for assistance under one of the other assistance programs provided for in the present constitutional provisions.
