Proposing an Amendment to the Constitution of the State of Texas so as to provide that all persons who have reached the age of eighteen years shall be eligible to vote except certain enumerated classes; providing that the restrictions as to soldiers, marines, and seamen voting shall not be applicable when a state of war exists.
