Relating to releasing all State Ad Valorem taxes in the County of Cass, in the State of Texas, for a period of five years; declaring legislative intent, finding the flood of February 6, 1943, that destroyed Hughes Springs, Texas and the surrounding territory to be a great public calamity, suspending all laws and parts of laws in conflict herewith.
