Relating to the purpose of promoting the public school interests of rural schools and those of small towns, of aiding the people to provide adequate school facilities for the education of their children, by the appropriation of one and a half million ($1,500,000.00) dollars per year, for the next two fiscal years, ending August 31, 1924, and August 31, 1925, respectively.
