Relating to pertaining to the management and control of the prison system of this State so as to exempt the Board of Prison Commissioners, and members thereof, from giving or making any cost, bond, appeal bond, supersedeas bond, writ of error bond, or other bond or security in any civil suit or action heretofore or hereafter brought by or against it, or them.
