Relating to amending certain Acts and approving, ratifying, confirming and validating the creation and organization of the San Jacinto River Conservation and Reclamation District, the appointment and qualification of the Directors thereof, together with all proceedings, acts, or orders, heretofore had, performed or made, by the Reclamation Department of the General Land Office, the Commissioner of the General Land Office, the State Board of Water Engineers, and the Board of Directors of the said San Jacinto River Conservation and Reclamation District, including the proceedings had by said district, for the issuance of General Improvement Bonds, under the authority of the laws of the State of Texas.
