Relating to amending certain Acts by providing for the compensation of grand jury bailiffs in counties having a population of not less than two hundred and fifty thousand (250,000) inhabitants and not more than five hundred thousand (500,000) inhabitants according to the last preceding or any future Federal Census; repealing all laws or parts of laws in conflict herewith to the extent of such conflict only.
