Relating to appropriating, allocating and transferring for each fiscal year in the biennium ending August 31, 1947, to the Special Fund in the Treasury, known as the "Blind Assistance Fund" for the purpose of providing and administering assistance to the blind as authorized by law, the sum of Nine Hundred Thousand Dollars ($900,000) from the Clearance Fund, said amount to be provided on a basis of equal monthly installments; repealing all laws in conflict; providing a saving clause.
