Relating to providing facilities for the purpose of extending assistance by providing technical aid and data to persons, firms, political sub-divisions and industries now located in Texas and to assist new industries in the solution of their waste and atmospheric pollution and industrial hygiene and food hygiene problems providing a building equipped with laboratory facilities for the purpose of undertaking research on industrial problems and research on tropical and other diseases.
