Relating to authorizing and granting the power and authority to the Board of Regents of the State Teachers College, State of Texas, for the use and benefit of the Sam Houston State Teachers College, Huntsville, Texas, to contract with the Federal Government, or any of its agencies or departments, or to Sub Contract with any person, firm or corporation int he manufacture and delivery of Munitions of War for the United States Government; repealing all laws and parts of laws in conflict herewith.
