Relating to creating the Blackwell Independent School District in Nolan County, Texas, including therein the present Blackwell Common School District No. 23 in Nolan County; providing a board of trustees therefor, vesting said independent school district board of trustees with all the rights, powers, privileges and duties conferred upon independent school districts incorporated under the General Laws of Texas.
