Relating to creating the Hobbs Independent School District in Fisher County, Texas, including therein the present Hobbs Common Consolidated District No. 18 in Fisher County; providing a board of trustees therefor, vesting said independent school district board of trustees with al the rights, powers, privileges and duties of independent districts incorporated under the General Laws of Texas.
