Relating to creating and incorporating the Melvin Independent County Line School District lying in the counties of McCulloch and Concho in the State of Texas, defining the boundaries thereof, placing said independent district under the control of the General Laws governing independent districts, providing that no outstanding indebtedness of the Melvin County Line School District be invalidated.
