Relating to creating and establishing out of the territory now embraced in the counties of Cameron, Willacy and Hidalgo, in the State of Texas, four counties, to be known as the counties of Cameron, Willacy, Hidalgo and Kenedy, each containing the superficial area of not less than seven hundred square miles.
