Relating to amending certain acts granting J.J. Kane, of the City of Galveston, Texas, his heirs and assigns, certain submerged flats or lands on the shore of Galveston Bay for the purpose of constructing a dry-dock or marine railway thereon, so as to provide for and extension of the time in which the sum of not less than $150,000.00 should be expended in the construction thereof.
