Relating to amending an act relating to prospecting and development of minerals on land owned by the State of Texas, by the public free school fund and University Asylum funds, and upon such land as the State has heretofore sold or may hereafter sell with reservation of the mineral therein and upon such land as may have been purchased with the waiver of mineral rights; appropriating to certain funds the proceeds arising from such development.
