Relating to requiring applications under oath to be made for witnesses in felony cases, to providing adequate penalties against district clerk or his deputy for unlawfully issuing subpoenas in felony cases; to defining the duties of the district judge with reference to sheriffs' accounts, and to providing for fees of witnesses residing in the county of the prosecution.
