Relating to providing a system of electric power, electric lights and water works for the purpose of supplying electric power, electric light and water to the State Capitol, the General Land Office, Governor's Mansion, State University and the various public institutions of the State of Texas in the City of Austin and adjacent thereto; to provide for the operation of such plant, to make an appropriation therefor.
