Relating to abolishing the Higgins Independent School District created under the General Laws of the State of Texas, and to incorporate the Higgins Independent School District to be within certain boundaries at and surrounding the town of Higgins in Lipscomb county with all the powers, rights and privileges of independent school districts, to elect trustees, issue bonds.
