Relating to authorizing, enabling and permitting the territory within the boundaries of the town of Estelline in Hall County, Texas, and other lands and territory adjacent thereto, to incorporate as an independent school district for free school purposes only, to be known as the Estelline Independent School District, with all the powers, rights and duties of independent school districts formed by incorporation of towns and villages for free school purposes only.
