Relating to amending "An Act to incorporate the city of Austin to grant it a new charter and to fix its boundaries," so as to provide a method for the election of a city treasurer for the city of Austin by the city council of said city, to define his duties, to fix his salary, to otherwise regulate the filling of said office and its administration.
