Relating to fixing the venue and regulating proceedings in prosecutions for murder by mob violence; defining and punishing murder by mob violence; providing for the suspension and removal of sheriff's, deputy sheriff's, constables, chiefs of police, city marshals and other officers who permit it; and fixing the venue and regulating proceedings in such cases.
