Relating to declaring the floods in Bexar, Wilson, Karnes and Goliad Counties to be a public calamity; authorizing a donation and grant to the San Antonio River Canal and Conservancy District of one-half of the state ad valorem taxes collected in said counties; repealing all laws in conflict.
