Relating to declaring the waters of underground streams, channels, artesian basins, reservoirs or lakes, having reasonably ascertainable boundaries, to belong to the public, to be subject to appropriation for beneficial use, to be a natural resource subject to and requiring conservation, development and regulation in the manner and for the uses named in the Act; providing penalties for violation of the provisions of the Act; defining waste and prescribing a penalty therefor.
