Relating to providing for the mediation of labor disputes in public utilities; creating a board of mediation and providing for the qualifications, powers, duties, compensation of the members of such board; providing for the seizure and operation of public utilities by the state in order to insure continuous operation and prescribing penalties for striking against the state in public utilities.
