Relating to amending a previous Act, providing the form of the dealer cardboard license prescribed by the Department of Public Safety be hereafter prescribed by the State Highway Department; providing that fees collected under in-transit license be paid into the State Highway Fund; providing a saving clause; repealing all laws in conflict herewith.
