Relating to amending the Texas Liquor Control Act, by making it unlawful to employ anyone to sell liquor who is under the age of twenty-one (21) years and making it unlawful for any person to sell any liquor to any person under twenty-one (21) years of age or to any person who is intoxicated or to any habitual drunkard or to any insane person, making it the primary responsibility of the person making any such sale to establish by competent evidence that such person buying said liquor is not a person under the age of twenty-one (21) years of age.
