Relating to amending a previous Act, providing that whenever any person shall procure the issuance of a policy of insurance or of an annuity contract on his or her life in any legal reserve life insurance company, the payment by the company of the proceeds of the policy or of the annuity contract becoming due on the death of the insured or of the annuitant in accordance with its terms prior to the receipt by such company from all liability under the policy or annuity contract.
