Relating to granting to the United States an easement in and to the bed and banks of the Rio Grande River from Fort Quitman to the mouth of said river to the extent that such easement may be necessary or expedient in the construction of the projects contemplated by the Treaty of February 3, 1944, between the United States of America and the United Mexican States.
