Proposing an Amendment providing for assistance to citizens of the United States who are residents of the State of Texas and who are needy aged persons over the age of sixty-five (65) years, needy blind persons over the age of sixteen (16) years, and on behalf of needy children under the age of sixteen (16) years; limiting the maximum payment of Old Age Assistance to a needy individual to Twenty-Five ($25) Dollars per month form State Funds; providing for the acceptance of financial aid from the Government of the United States for such assistance.
