Relating to making an emergency appropriation to Substation No. 15 of the Texas Agricultural Experiment Station System, Weslaco, Texas, to supplement the appropriation made to said Substation No. 15 in Item 16 of the Appropriation to the Texas Agricultural Experiment Station System out of an funds in the State Treasury not otherwise appropriated, for the payment of salaries and other operating expenses during the biennium ending August 31, 1953.
