Relating to regulating the taking of minnows from the fresh waters of this State for the purpose of sale; making it unlawful to take minnows from the fresh waters for the purpose of sale or to transport the same for the purpose of sale or to sell the same without a bait dealer's license; providing for the issuance of such licenses by the Game, Fish and Oyster Commission and prescribing fees therefor; prescribing proper handling to conserve minnows; prescribing the methods of taking minnows and prescribing a seine permit fee in certain instances.
