Relating to assuring to employees the fullest freedom in exercising the rights of collective bargaining; to protect employees from restraint or coercion in the exercise of such rights; to prevent the forcing of any employees or their employer to accept a bargaining unit larger than the legal employer of such employees; to prevent the use of force or coercion where a Federal agency has jurisdiction to determine the unit appropriate for bargaining purposes; providing a penalty.
