Relating to creating a citrus and vegetable bonding and licensing law which shall provide for the bonding and licensing of all buyers, brokers, purchasers, handlers, dealers, or other persons of firms who purchase or handle citrus and/or vegetables either as purchasers for themselves or for others; fixing the amount of such bond and license.
