Relating to preventing the inundation or forced relocation, partially or wholly, of cities and towns incorporated for more than ten (10) years without the consent of the majority of the qualified property taxpaying electors thereof; limiting the authority of the State Board of Water Engineers to grant permits for the construction, enlargement or extension of dams, lakes, reservoirs or other facilities upon the Nueces River.
